Kilbeggan to Mullingar Greenway
The Settlement Strategy sets out the role of each settlement on the hierarchy, settlement size, population distribution and the pace of growth identified for each settlement, over the lifetime of the Draft Plan.
The aim of the Settlement Strategy is to provide a strong network of settlements, which can facilitate the balanced growth of Limerick, over the lifetime of the Draft Plan. The Settlement Strategy will guide where new development should appropriately take place in Limerick. The development of settlements will be promoted in a planned and sustainable manner, whilst seeking to enhance quality of life for all residents.
Limerick’s settlement hierarchy shown, consists of different Levels of settlements ranging from small rural clusters to larger towns and Limerick City Metropolitan Area at the top of the hierarchy. Each settlement has an important function at a local level and some at a regional level, in supporting jobs, providing services and a mix of housing, as well as acting as a focal point for community networks and activities.

Westmeath County Council want to hear your views on the EPRC and invite all interested parties to participate in this public consultation.
What’s Happening Now?
Public Consultation No. 3 Emerging Preferred Route Corridor was held between 16th June and 25th July 2025 to update all stakeholders, landowners, members of the public and interested parties on the project progress to date and the Emerging Preferred Route Corridor within which the Kilbeggan to Mullingar Greenway is likely to be developed. An in-person event was held in the Bloomfield House Hotel on Thursday 19th June 2025 between 3pm and 8pm, which was well-attended. Submissions and feedback received during Public Consultation No.3 have been collated and assessed as part of the process to select the Preferred Route Corridor. We want to thank everyone who made a submission during the consultation period.

Phase 1 Concept/Feasibility for the Kilbeggan to Mullingar Greenway Project has been completed and two feasible route corridor options have been identified. Phase 2 Option Selection involves the assessment of the route corridor options to identify a preferred route corridor. Westmeath County Council want to hear your views on the route corridor options and invite all interested parties to participate in this public consultation.
